The appointment of Mr. Reginard Bayoko as the Delta State Head of Service by Governor Ifeanyi Okowa has been described as a reward for excellence and unique achievement for the Ijaw people. The Delta State Deputy Governor, Barr. Kingsley Otuaro, stated this when the people of Ijaw treated Mr. Bayoko to a reception on his elevation, in his official residence, Asaba.

Barr. Otuaro asserted that he was impressed by the antecedents of the celebrant and enjoined him to use his new position to transform the Delta State Civil Service to more enviable height. The deputy governor assured the HOS that he would offer him useful advice that will guide him to achieve set goals. The Chairman of the occasion, Rtd. Wing Commander Peter Biakpara said the event is unique because this was the first time the people of Ijaw is producing a deputy governor and a head of service in the history of Delta State.

He advised Mr. Bayoko to remain a good ambassador of the Ijaw nation by being fair to all and be God fearing in all his dealings. In a goodwill message, Senator James Manager, said Governor Okowa endeared himself to the Ijaw people by choosing Barr. Otuaro as his deputy and appointing Bayoko as the Head of Service, Delta State. The Celebrant, Mr,. Redinard Bayoko thanked God for seeing him through the apex of the service stressing that his rise to stardom was because he was an ljaw person

He pledged not to betray the trust bestowed on him and eppealed to stakeholders not to relent in giving him useful advice that would help him to succeed.

The Chairman of the Organising Committee, Mr. J. T. Government thanked Governor Okowa for finding Mr. Bayoko worthy to serve as the number one Civil Servant in the state and assured him of the support of the Ijaw people in the development of the state.
